What is YAKAP?

Ano ang YAKAP?

YAKAP (Yaman ng Kalusugan Program) is PhilHealth's enhanced primary care benefit package launched on July 25, 2025 by President Marcos. It bundles four services — consultations (Konsulta), medicines (Gamot), lab tests (Laboratoryo), and cancer screenings (Screen) — into one free benefit for all PhilHealth members and their dependents at accredited primary care clinics. It replaced the older Konsultasyong Sulit at Tama (Konsulta) program and expanded it from 21 free medicines to 75.

Ang YAKAP (Yaman ng Kalusugan Program) ay ang enhanced primary care benefit package ng PhilHealth na inilunsad noong Hulyo 25, 2025 ni Pangulong Marcos. What YAKAP Covers

At your enrolled YAKAP clinic, all four of these are free — no co-pay, no out-of-pocket payment:

  • KONSULTA — Primary care consultations. Unlimited visits with the clinic's physician for check-ups, common illnesses (flu, cough, hypertension follow-up), and chronic disease management.
  • GAMOT — 75 essential medicines across 7 categories: anti-infectious (21), anti-hypertensive / cardiology (18), anti-asthma / COPD (8), anti-diabetics (3), anti-dyslipidemia (4), anti-thrombotics (2), and nervous system / supportive therapy (19). Up to ₱20,000 per beneficiary per year in covered medicines. The specific medicine names per category should be confirmed at your clinic — verify with philhealth.gov.ph for the official current list.
  • LABORATORYO — 13 outpatient lab tests. Standard primary-care lab work like CBC, urinalysis, fasting blood sugar, lipid profile, and similar. Exact panel may vary slightly per facility — verify with philhealth.gov.ph.
  • SCREEN — 6 cancer screening tests: mammogram, breast ultrasound, low-dose chest CT scan, alpha fetoprotein (blood test), liver ultrasound, and colonoscopy.

Of the 75 medicines, 21 are "guaranteed in stock" medicines (the original Konsulta list) that all accredited clinics must always carry. The other 54 are dispensed when available.

YAKAP vs Konsulta — What Changed

YAKAP vs Konsulta — Ano ang Nagbago

YAKAP is the upgraded version of the Konsulta benefit that ran from 2019 to mid-2025. Here's what's different:

  • Medicines: 21 → 75. The Konsulta program covered only 21 essential drugs. YAKAP expanded this to 75 across 7 therapeutic categories.
  • Annual medicine cap: New ₱20,000 ceiling per beneficiary, so chronic patients (hypertension, diabetes) can now reliably get their maintenance meds free.
  • Cancer screenings: Added 6 tests. Mammogram, breast UTZ, low-dose chest CT, AFP blood test, liver UTZ, and colonoscopy were not part of Konsulta.
  • Lab tests: Expanded coverage. Konsulta covered fewer basic tests; YAKAP covers 13 outpatient lab tests.
  • Enrollment: eGov Super App. You can now enroll digitally on your phone instead of only walking into a clinic.
  • Same capitation model for clinics. Clinics still get paid by PhilHealth per enrolled patient (not per visit), so there's still no charge per consult.

If you were enrolled in Konsulta before July 2025, you do not automatically migrate to YAKAP — you need to re-enroll through the eGov app or your clinic to activate the new benefits.

  • Pareho ang capitation model para sa clinics. Binabayaran pa rin ng PhilHealth ang clinics per enrolled patient (hindi per visit), kaya walang bayad sa bawat konsulta.

Kung naka-enroll ka sa Konsulta bago ang Hulyo 2025, hindi ka automatic na lilipat sa YAKAP — kailangan mong mag-re-enroll sa eGov app o sa clinic para ma-activate ang mga bagong benepisyo.

How to Enroll in YAKAP (5 Steps)

Paano Mag-enroll sa YAKAP (5 Hakbang)

  1. Download the eGov Super App + verify your PhilHealth identity

    Install eGovPH from the App Store or Google Play. Sign in with your PhilSys National ID details (or create an account if you don't have one yet). The app will ask you to verify your PhilHealth number (PIN) — if you don't have one yet, register first via our PhilHealth registration guide.

    Alternative path — walk-in: If you don't want to use the app, you can walk into any PhilHealth-accredited primary care clinic, any PhilHealth Local Health Insurance Office (LHIO), or use the PhilHealth Member Portal at member.philhealth.gov.ph. Bring a valid government ID.

  2. Find the PhilHealth YAKAP section in the app

    Inside eGovPH, look for PhilHealth Services and tap "Konsulta/YAKAP Enrollment". The app shows your member profile pre-filled from your PhilSys / PhilHealth record. Confirm that your name, birthdate, address, and PIN are correct. If anything's wrong, fix it in the PhilHealth Member Portal first before enrolling — wrong details can cause your enrollment to bounce.

  3. Pick your accredited YAKAP clinic

    The app shows accredited clinics near your address. Choose carefully — this is the only clinic where you can use your free YAKAP benefits until you switch. Things to weigh: distance from home, clinic hours, whether they have your specific maintenance medicines in stock, doctor availability, and online reviews. Calling the clinic before enrolling to confirm they're accepting new YAKAP patients is a good move.

  4. Confirm enrollment and save your digital credentials

    Tap Confirm. The app generates your YAKAP digital credentials and a QR code that links to your PhilHealth record. Screenshot the QR and save it to your phone. Some clinics also issue a YAKAP Empanelment Slip (YES) on your first visit — keep this with your IDs.

  5. Visit your clinic for the First Patient Encounter (FPE)

    Within a few weeks of enrolling, visit your chosen clinic for a First Patient Encounter — a baseline check-up where the doctor records your vitals, history, and any chronic conditions. This activates your benefits in PhilHealth's system and triggers the clinic's capitation payment. After the FPE, you can return anytime for free consults, free meds (within the ₱20,000/year cap), free lab tests, and cancer screenings.

  1. I-download ang eGov Super App + i-verify ang PhilHealth identity mo

  2. Hanapin ang PhilHealth YAKAP section sa app

    Sa eGovPH, hanapin ang PhilHealth Services at i-tap ang "Konsulta/YAKAP Enrollment". Ipapakita ng app ang member profile mo na pre-filled mula sa PhilSys / PhilHealth record mo. Kumpirmahin na tama ang pangalan, birthdate, address, at PIN mo. Kung may mali, ayusin muna sa PhilHealth Member Portal bago mag-enroll — pwedeng tanggihan ang enrollment dahil sa maling details.

  3. Pumili ng accredited YAKAP clinic

    Ipapakita ng app ang accredited clinics malapit sa address mo. Piliin nang maingat — ito lang ang clinic kung saan magagamit mo ang libreng YAKAP benefits mo hanggang sa lumipat ka. Mga dapat isaalang-alang: distansya mula sa bahay, oras ng clinic, kung may stock sila ng specific maintenance gamot mo, availability ng doctor, at online reviews. Magandang tawagan muna ang clinic para kumpirmahin na tumatanggap pa sila ng bagong YAKAP patients.

  4. Kumpirmahin ang enrollment at i-save ang digital credentials

    I-tap ang Confirm. Bubuo ang app ng iyong YAKAP digital credentials at QR code na nakalink sa PhilHealth record mo. I-screenshot ang QR at i-save sa telepono mo. May ibang clinics na nagbibigay din ng YAKAP Empanelment Slip (YES) sa first visit mo — itago ito kasama ng mga ID mo.

  5. Bumisita sa clinic para sa First Patient Encounter (FPE)

    Sa loob ng ilang linggo pagkatapos mag-enroll, bisitahin ang piniling clinic para sa First Patient Encounter — isang baseline check-up kung saan ire-record ng doctor ang vitals, history, at anumang chronic conditions mo. Ina-activate nito ang benefits mo sa system ng PhilHealth at ti-trigger ang capitation payment ng clinic. Pagkatapos ng FPE, pwede ka nang bumalik kahit kailan para sa libreng konsulta, libreng gamot (within ₱20,000/year cap), libreng lab tests, at cancer screenings.

How to Use YAKAP at the Clinic

Paano Gamitin ang YAKAP sa Clinic

Once enrolled, here's what a typical visit looks like:

  1. Bring your YAKAP QR code or YES slip + a valid government ID — National ID, UMID, driver's license, or passport.
  2. Check in at the front desk. Staff scan your QR / verify your PIN in PhilHealth's system to confirm you're an active member of that clinic.
  3. See the doctor. Standard consult: vitals, history, exam, prescription. If they want to order any of the 13 covered lab tests or 6 cancer screenings, those are free as well.
  4. Collect your medicines at the clinic pharmacy. If your prescription is one of the 75 covered drugs and the clinic has stock, you walk out with it free. Some clinics use digital prescriptions with QR codes so you can also claim from PhilHealth's partner pharmacies.
  5. Track your ₱20,000 annual medicine credit. Each dispensing is logged against your cap. When you approach the limit, the clinic will notify you.

If a covered medicine is out of stock, ask the clinic to log it (so PhilHealth can track stock-outs) and ask when restocking is expected. Don't pay out-of-pocket for a covered drug at a different pharmacy assuming you'll be reimbursed — that's not how YAKAP works.

To switch clinics: You can change your enrolled YAKAP facility through the eGov app. Switching is allowed but rules and frequency can change — confirm the current waiting period and process at philhealth.gov.ph/yakap before initiating a switch.

  5. Bantayan ang ₱20,000 annual medicine credit mo. Bawat dispensing ay nai-log sa cap mo. Kapag malapit ka na sa limit, sasabihan ka ng clinic.

Kung walang stock ang isang covered na gamot, hilingin sa clinic na i-log ito (para masubaybayan ng PhilHealth ang stock-outs) at tanungin kung kailan ang restock. Huwag magbayad out-of-pocket para sa covered drug sa ibang pharmacy na umaasa kang ma-reimburse — hindi ganoon ang YAKAP.

Para magpalit ng clinic: Pwede mong baguhin ang enrolled YAKAP facility mo sa eGov app. Pinapayagan ang paglipat pero pwedeng magbago ang rules at frequency — kumpirmahin ang kasalukuyang waiting period at proseso sa philhealth.gov.ph/yakap bago magpalit.

YAKAP covers all PhilHealth members and their qualified dependents, including:

Dependents (spouse, children under 21, parents 60+) are enrolled separately — each person needs their own YAKAP enrollment, even if they're using the principal member's PhilHealth coverage. A toddler can be enrolled at the same clinic as the parent, but their account is distinct.

Your PhilHealth contributions do not need to be perfectly current to use YAKAP, but having an active membership in PhilHealth's system is required. If you're a voluntary member who hasn't paid in months, settle your contributions first to avoid enrollment hiccups.

  • Enroll spouse and kids at the same clinic on the same day — Cuts repeat trips and keeps your family's records together. Each person still needs their own enrollment in the eGov app, but doing it in one sitting saves hours.
  • Book the First Patient Encounter early in the year — Your ₱20,000 medicine credit and the clinic's capitation budget reset annually. Enrolling in January and doing your FPE in February gives you a full year of coverage; enrolling in October gives you only 3 months before the budget resets.
  • Use the cancer screenings even if you feel healthy — Mammogram, colonoscopy, and chest CT are normally ₱3,000-₱20,000 out-of-pocket. Free YAKAP screening can catch early-stage cancer when it's still cheap and curable. Adults 40+ and anyone with family history should not skip this.
  • Keep your YAKAP QR + valid ID screenshot in one folder — Most clinic delays come from members forgetting their PhilHealth PIN or losing their YES slip. Phone screenshots work; you don't need a physical card.
  • Don't mix YAKAP with the regular PhilHealth inpatient benefit — YAKAP is outpatient only. If you're hospitalized, the regular PhilHealth case rates apply (not the ₱20,000 medicine cap). The two budgets are separate.

Libre ba talaga ang YAKAP?

Oo. Sa enrolled accredited clinic mo, libre at walang co-pay ang mga konsulta, 13 covered lab tests, 6 cancer screenings, at hanggang ₱20,000/taon na sakop na gamot. Direktang binabayaran ng PhilHealth ang clinic via capitation model. I was enrolled in Konsulta. Do I auto-migrate to YAKAP?
