There is no single government livelihood program — there are at least eight, each with its own eligibility, grant type (cash, loan, training, or employment), and application path. Use this quick router:

Who qualifies
Sino ang kwalipikado
Poor, vulnerable, and marginalized households identified through the DSWD Listahanan (NHTS-PR) database. 4Ps households are automatically eligible — no separate assessment needed. Non-Listahanan applicants undergo an SLP Means Test. Minimum age: 16 (microenterprise track), 18 (employment facilitation track).
Mahihirap, vulnerable, at marginalized na pamilya na nasa DSWD Listahanan. Automatic kwalipikado ang 4Ps households — hindi na kailangan ng iba pang assessment. Ang non-Listahanan applicants ay ma-a-assess sa SLP Means Test. Minimum age: 16 (microenterprise), 18 (employment facilitation).

DOLE TUPAD (Emergency Employment)
DOLE TUPAD (Pansamantalang Trabaho)
TUPAD (Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers) is a short-term emergency employment program — not a cash handout. Beneficiaries do actual labor (barangay cleaning, minor infrastructure, community services) and earn daily minimum wage for 10-30 days.
Ang TUPAD (Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers) ay pansamantalang emergency employment — hindi basta cash. Nagtatrabaho ang beneficiaries (paglilinis ng barangay, pagsasaayos ng infrastructure) at kumikita ng minimum wage sa 10-30 araw.

TUPAD is batch-based through implementing partners (LGUs, cooperatives, NGOs) — not direct walk-in by workers. Applications are filed by the implementing partner to the DOLE Regional Office.

KMME is a free mentoring program for existing micro and small enterprise owners — not for aspiring entrepreneurs or employees. If you have a running business and want to scale, this is your program.
Ang KMME ay libreng mentoring para sa mga may negosyo na — hindi para sa aspiring entrepreneurs o empleyado. Kung may takbo nang negosyo at gustong palaguin, ito ang para sa'yo.

4Ps enrollment is through the DSWD Listahanan household assessment, conducted nationwide in periodic rounds. If you were missed, you cannot self-enroll until the next assessment. You can register interest at your C/MSWDO. Existing beneficiaries can now update household info via the i-Registro platform (launched December 2024) at listahanan.dswd.gov.ph.

Pro Tips
Mga Payo
- 4Ps + SLP stack automatically. If you're a 4Ps beneficiary, you're also automatically eligible for SLP — meaning you can pursue livelihood assistance on top of cash grants. Most 4Ps households don't know this and never ask.
- Automatic na pinagsasama ang 4Ps + SLP. Kung 4Ps ka, automatic kwalipikado ka rin sa SLP — ibig sabihin, pwede kang mag-livelihood habang tumatanggap ng cash grant. Karamihan ng 4Ps households hindi alam ito.
- SLP seed capital is a grant, not a loan. Don't confuse it with OWWA-EDLP or ACPC ANYO, which are loans. SLP is non-repayable but requires reporting on livelihood outcomes.
- Grant ang SLP seed capital, hindi loan. Huwag ipagkamali sa OWWA-EDLP o ACPC ANYO, na loan. Ang SLP ay hindi binabayaran, pero may report sa livelihood outcomes.
- TUPAD is batch-timed, not on-demand. Check with your barangay or DOLE field office monthly — LGUs often announce upcoming batches 2-4 weeks ahead. Miss the endorsement window and you wait for the next round.
- Batch-timed ang TUPAD, hindi on-demand. Mag-check sa barangay o DOLE field office buwan-buwan — kadalasan ina-announce ng LGU ang susunod na batch 2-4 linggo bago. Kapag na-miss ang endorsement, maghihintay ka ng susunod.
- OFW-EDLP needs EEDT training first. Don't apply for the loan directly. Contact your OWWA Regional Welfare Office, get into the next EEDT batch, complete training, THEN apply. Skipping this derails the whole process.
- Kailangan muna ng EEDT training bago OFW-EDLP. Huwag direktang mag-apply ng loan. Kontakin ang OWWA Regional Welfare Office, sumali sa EEDT batch, matapos ang training, PAGKATAPOS mag-apply. Huwag laktawan ang EEDT.
- ACPC ANYO needs RSBSA registration FIRST. Without RSBSA registration (done through the DA Municipal Agriculture Office), agri loan applications get rejected. Register FIRST, borrow later.
- Kailangan muna ng RSBSA registration bago ACPC ANYO. Kung walang RSBSA (ginagawa sa DA Municipal Agriculture Office), ire-reject ang agri loan. MAG-register muna.
- KMME is scale assistance, not startup assistance. If you're still a "business idea" stage, go to your nearest Negosyo Center first (free business advisory, BN registration, BMBE certificate of authority) before applying to KMME.
- KMME ay para sa scale, hindi sa startup. Kung "business idea" pa lang, pumunta muna sa pinakamalapit na Negosyo Center (libreng advisory, BN registration, BMBE cert) bago mag-KMME.

Can I apply for multiple programs at once?
Yes. 4Ps + SLP + DOLE TUPAD don't conflict. OWWA BPBH + OFW-EDLP is the standard returnee path. ACPC ANYO works alongside SLP if you have both agri and non-agri business. The programs were designed to layer.
Pwede ba akong mag-apply sa maraming programa?
Oo. Ang 4Ps + SLP + DOLE TUPAD ay hindi nagsasalungat. Ang OWWA BPBH + OFW-EDLP ang standard na path ng returnee. Ang ACPC ANYO ay pwede kasabay ng SLP kung may agri at non-agri business ka. Dinisenyo para mag-layer.
How long does SLP seed capital take to release?
Typically 3-6 months from first application to actual cash release. The program requires orientation, group formation, and a livelihood plan before disbursement. If you need money in weeks, look at TUPAD instead.
